He signs a treaty with the remnant communist Chinese government, but plots to take over mainland China and the South China Sea. He also sets up Colonel Song Dajing to command China’s lunar base.
After a well-deserved rest, Dallas is assigned to EPSILON’s wing of the American lunar base. As events unfold on both the Earth and Moon, he finds himself opposing Song Dajing and the utter destruction of the American lunar base and the lives within it.
If Song gains mastery of the Moon, the domination of Mars and Epsilon City’s divided occupants are next.

Genady approached his geologist from behind. He could have just radioed Dave, but it was a balmy 20o F below zero, and he wanted the exercise.
From a distance, Dave looked like a conductor standing at the brink of a modest-sized crater, his arms gesticulating as he gave commands and instructions to his four RBI equipment operators.
“Your arms will get tired doing all that flapping,” Genady chided.
Dave’s arms stopped mid-swing and he turned around. “Nice to see you on-site, boss. What brings you out this far without a rover?”
“I just wanted to see new RBIs working live. I get tired watching video on computer screen,” Genady replied.
Dave led the commander down the spiral access road the RBIs had constructed. They were nearly finished excavating for the northeast tunnel and its two side chambers. As they approached the crater floor, Genady caught a red flash across his visor.
Dave saw him draw his head back. “That’s just the laser level. See that line of red light on the slope all around the crater? The RBIs use that to reference how deeply to dig.”
